I. Organizational Context
Under the overall guidance and responsibility of the FAO Chief Veterinary Officer, the general technical supervision of the Emergency Centre for Transboundary Animal Disease Operations (ECTAD) Regional Manager based in the Regional Office for Asia and the Pacific (RAP) in Bangkok and the operational supervision of the Chief, Emergency Operations Service (TCEO).
The incumbent will be under the general technical supervision of the Team Leader of the FAO ECTAD Country Programme in Indonesia, the direct supervision of the Senior Technical Advisor – Local Government and Training, and the functional and administrative guidance of the FAO Representative in Indonesia.
The incumbent will work in close collaboration with the local government team, the National Project Coordinator (NPC) and others within the Highly Pathogenic Avian Influenza (HPAI) Campaign Management Unit (CMU), the Directorate of Animal Health (DAH), the FAO-Indonesia HPAI Control Programme, and provincial and district livestock services throughout the country.
The incumbent shall be responsible for providing technical assistance to the ongoing evolution and sustainability of the Local Government HPAI Control Programme, in particular to the local government commercial poultry farmer engagement program, Petugas Veteriner Unggas Komersial (PVUK) and support to small-scale commercial farmers.
Duties and Responsibilities
II. Functions / Key Results Expected
Summary of key functions:
Assist the local government team to develop training materials for the PVUK pilot of the Local Government HPAI Control Programme;
Provide training and technical support to local government staff in PVUK pilot training workshops;
Assist commercial poultry staff in pilot dinas to organize agenda topics and conduct regular PVUK meetings between local government and commercial poultry farmers, poultry associations, poultry shops and other stakeholders;
Provide technical advice on the Indonesian poultry industry and commonly encountered field conditions on commercial poultry farms in Indonesia;
Provide ongoing technical coordination among CMU, FAO and local government;
Develop initiatives to improve relationships between local government and the commercial poultry sector to improve HPAI prevention and control
Draft regular reports of field activities
Report on a quarterly basis to the STA Training and Local Government on challenges encountered in the local government program and solutions proposed
Prepare a final report containing a complete review of activities undertaken, major results obtained, problems encountered, recommendations and lessons learned.

Required Skills and Experience
V. Recruitment Qualifications
Education:
University Degree (veterinarian) or a related/relevant qualification with experience in Commercial Poultry and good communication skill.
Experience:
Sound experience in the commercial poultry industry and in developing and implementing training programmes in the commercial sector on improved bio-security and HPAI prevention and control.
High priority will be given to candidates with experience of working with animal health services within the Indonesian government or commercial poultry sector.
Knowledge of the FAO system and relevant experience in project management would be an advantage
