Background
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR
is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law.
ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.
The OSCE/ODIHR has mandated responsibility for the annual Human Dimension Implementation Meeting and the Human Dimension Seminar in Warsaw, and for providing assistance to the OSCE Chairperson-in-Office for the three Supplementary Human Dimension Meetings in Vienna. In addition, ODIHR is called upon to provide assistance in organizing various other OSCE human dimension meetings and conferences. Extensive co-ordination is required on issues of substance and administration as well as planning and organization among ODIHR, the Chairmanship, other OSCE structures, official delegations, non-governmental organizations and other participants in OSCE meetings.
 
Tasks and Responsibilities
Under the general supervision of the First Deputy Director, the incumbent will perform the following duties:
Co-ordinating the preparation of human dimension meetings and conferences within the ODIHR and within the OSCE, including with the Chairmanship, delegations, and experts;
Facilitating the involvement of experts, speakers and rapporteurs, assisting meeting/conference participants, assuring their input into the discussion process and ensuring the smooth running of the conferences;
Maintaining contacts with non-governmental organizations and facilitating the active involvement of NGOs/civil society representatives support in Human Dimension Meetings, including assistance on how to make best use of the events;
Managing outsourced conference services and external contractors;
Managing a team of staff dedicated to logistics and other meeting/conference services;
Briefing participants on rules of procedure and modalities of the events;
Co-ordinating informal meetings and side events within the framework of the meeting/conference;
Co-ordinating the preparation of conference reports and proposing appropriate follow-up activities to the relevant departments/programmes of the ODIHR and to field operations;
Performing other related duties as required.

Necessary Qualifications
University degreein international relations, political science, history, public administration or another related field;
A minimum of four years of progressively responsible experience, including at least three years at the international level;
Proven experience in the organizsation of larger-scale international conferences;
Proven ability to present information clearly (numerical, narrative and oral) using the appropriate medium (formal presentation, Excel, reporting);
Knowledge of the functioning of the relevant national and international institutions, as well as previous experience in non-government organizations;
Experience and detailed knowledge of the institutions of the OSCE or other comparable experience would be highly desirable;
Proven negotiating skills would be an asset;
Experience in managing budgets in a team context would be an asset;
Excellent knowledge of English and working knowledge of Russian;
knowledge of other OSCE working languages would be desirable ;
Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
Courtesy, tact and ability to establish and maintain effective working relations with people of different national and cultural backgrounds, whilst maintaining impartiality and objectivity.
 
Remuneration Package
Monthly remuneration, subject to social security deductions as well as monthly changes in the post adjustment multiplier and exchange rate, is approximately EUR 3,850 (single rate) and approximately EUR 4,110 (dependency rate). OSCE salaries are exempt from taxation in Poland.
Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organisation contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
