Casework Manager

Founded in 1933, the IRC is one of the largest humanitarian agencies in the world, providing relief, rehabilitation post-conflict reconstruction support, and resettlement services to victims of oppression and violent conflict in over 40 countries worldwide and 23 offices in the United States. In Bangkok, Thailand the IRC operates an Overseas Processing Entity (OPE) to assist persons throughout Southeast Asia seeking admission to the US as refugees. The OPE assists the US Government by preparing refugee applications for resettlement, providing information to resettlement agencies about arriving refugees and offering cultural orientation training to those departing for the U.S.
 

Scope:

The Casework Manager ensures a high level of both general processing and casework services on behalf of refugee applicants to the USRP through leadership, supervision, casework management and quality control. The Casework Manager performs other office functions outside of the general responsibilities of the Casework Manager as assigned by immediate supervisor. Casework Manager supervises Caseworkers and Field Team Assistants. The position reports to Field Team Leader and supervises Caseworkers and Field Team Assistants.

Responsibilities:

• Assist Field Team Leader (FTL) in leading and managing all aspects of OPE case processing operations

• Coordinate with FTL to plan and ensure efficient and timely delivery of casework services to refugees

• Supervise OPE Caseworkers (CWs) and Field Team Assistants (FTAs)

• Assist with organizing and managing casework teams during prescreening and USCIS circuit rides

• Monitor, shadow, and train caseworkers and FTAs to ensure high quality casework

• Maintain high quality control levels of case files for USCIS presentation.

• Provide feedback to caseworkers on quality control issues

• Perform advanced casework on complex cases

• Analyze and direct the administrative casework needs of specialized caseloads

• Conduct prescreening interviews in a manner demonstrating a senior level of understanding of case and circumstance complexities and details

• Recommend improvements of processing systems to reach pre-screening targets and follow up tasks

• Conduct performance evaluations of assigned staff

• Assist with evaluation and management of the administrative casework needs for timely presentation of cases to DHS.

• Coordinate with the supervisor on urgent protection or medical cases requiring expedited processing

• Interface with partner agencies and refugee representatives in a professional manner

• Support FTL with interdepartmental coordination efforts in the field

• Perform assigned administrative office tasks

• Maintain open communication with the supervisor

• Other duties as assigned

Requirements:

• University Degree

• Minimum one year experience working in cross-cultural setting

• Ability to represent IRC OPE in public forums, meetings, and in the community

• High levels of professionalism while implementing IRC OPE policies and procedures

• Proficient in PC use, Windows applications, email and Internet

• Must be both team and detail oriented and able to think and work independently

• Flexible and able to work in fast-paced, multi-cultural environment.

• Strong interpersonal and organizational skills

• Excellent verbal and written English language skills
